Abstract
Poverty, be it its eradication or alleviation, is a term widely used in development studies and often associated with the relationship between Africa and the developed world. Those in positions to make a difference, choose to concentrate more on poverty alleviation rather than its eradication because alleviation results are more attainable. Who should be responsible for poverty alleviation? This study demonstrates that poverty alleviation is a collective responsibility for those responsible for creating it in the first place, and the affected populations and their governments. The study shows that the main responsibility for poverty alleviation for Africa lies within colonial ideology. Colonialism has changed or retarded Africa's unique way of development which has rendered it prone to poverty. It has created additional forms of poverty. Other levels of responsibility lie with Africa itself, both at government and grass-roots levels. Zimbabwe is cited for focus and not as a unique case.
