Abstract
The purpose of this MDP is to develop an understanding of why and how single detached residential properties decline and to develop a set of recommendations to maintain and improve the quality of residential properties in established Calgary communities. This MDP attempts to shed some light on what could become an ever-increasing problem as communities age without the mechanisms in place to address housing and community decline. A literature and document review of theories, policies, programs and strategies related to maintaining and improving housing and communities was undertaken. An evaluation of selected Calgary communities was conducted to develop a general understanding of the types of housing located within these communities, the overall quality of housing and general locations of groupings of poorer quality housing within the selected neighbourhoods, as well as the specific types of housing deficiencies that could be found within these communities. A review of City of Calgary policy related to housing found related policy to be inconsistent, conflicting, weak, unclear or non-existent. Established Calgary communities have a higher percentage of dwellings requiring major repair compared to the Calgary average. The quality of housing in established Calgary communities is an issue that has not been addressed in any significant fashion. As a result, the policies in place are not effective and there are no programs available to address this issue. Many other Canadian municipalities have developed policy, programs, strategies and policies to address the state of housing and communities that Calgary could draw from. There is the opportunity to address the issues and problems that are evident and to be proactive to ensure that Calgary remains a viable, vital and desirable place to call home. Key words.
