Abstract
The thesis will serve as an introduction to the field of information systems by giving a general explanation of why it is necessary today for organizations to implement a new type of information system. Although these systems may not be significantly conceptually different from previous information systems, modern methods of systems implementation and the types of uses of information systems based on the demands of the new information era make them new and different and yet simple enough to be easily applied in the RAF---Romanian Armed Forces---in order to increase effectiveness and operability. After introducing why it is necessary to implement these new types of information systems, a set of concepts, principles, methods, models, and examples is presented so that the entire paper can be used as a generic guide for determining the types of activities that have to be performed once one has decided to start information systems implementation, and then perform the systems implementation. This thesis will show how information systems are an inherent part of the organizational plan of activity and that the systems requirements are determined by the information that the organization is going to use. It will demonstrate the connection between the systems development process itself and subsequent organizational change or reengineering. The second chapter will focus on the stages of the development process and what is necessary for an effective and efficient organizational reengineering to take place. In order to help in achieving a successful reengineering process, and to improve the overall processes quality, the total quality management concept will be introduced. The third chapter introduces the concept that one must take a general view of the organization and integrate system analysis together with system design and indeed the entire process of system development with organizational redevelopment concepts, rather than viewing these as separate independent tasks. That is to say that, modern information systems give us the opportunity to restructure our organizations to better meet the demands of the knowledge age, and both these processes need to take place simultaneously. Finally, chapter four offers a series of ways of approaching the tasks of information systems design, building and implementation (development) that help the development team to deal with different situations that occur in real life, based on the time available, and the financial, human, technical or material resources at one's disposal. Chapter five concludes the thesis with an example or case study in two steps; a general part and another part which approaches the information systems both at the MoND and the Regional Center of Defense Resources Management Center. The case study deals with the entire set of concepts presented in the thesis. One should be able to start from the situation in the thesis and then work through to the stage where the project would be approved at the highest level of the Romanian Defense Planning Council of the Ministry of National Defense, to become a starting point for further improvements and generalization. I know nothing is perfect, I base my work on the possibility of continuous improvement, and I commit to be better each time I will be under analysis.
